LNG trial cargo a new milestone for gas market reform -MGA



KUALA LUMPUR, Oct 3 (Bernama) --  The agreement between Tenaga Nasional Bhd and Shell Malaysia Trading Sdn Bhd for a liquefied natural gas (LNG) trial cargo is an important milestone in the gas market reforms, said Malaysian Gas Association (MGA).

The cargo is scheduled to be delivered next week, it said in a statement today, adding that the agreement was the first to be signed since the Third Party Access (TPA) system was introduced in 2017.

According to MGA, Malaysia implemented the TPA under the Gas Supply (Amendment) Act 2016, which allows third parties to access gas infrastructure such as the Regasification Terminals (RGT) as well as the transmission and distribution pipelines.

Under the TPA system, new gas suppliers can bring LNG into the country via the RGT and ship their gas to their buyers using the existing Peninsular Gas Utilisation transmission and natural gas distribution pipelines.

Similarly, it also allows large gas users to purchase their own LNG from any source and subsequently use the same gas infrastructure to bring the gas to their facilities.

The system allows gas suppliers to mix and match service offerings so that they meet the exact requirements of the consumers, it said.

“This maiden third party LNG importation and supply of gas is an important and significant milestone for gas price liberalisation.

“It proves that with the right pricing signal from the domestic market, third parties can enter to offer competitive sourcing options and validates the policy of staying the course on gas market liberalisation,” it added.
